Topeka and Shawnee County

Topeka is the capital of Kansas and the county seat of Shawnee County. The city had 126,587 people at the 2020 census (Wikipedia). Downtown Kansas City is roughly 60 miles east on I-70, which is the Kansas Turnpike for most of the way, so the drive takes about an hour (AARoads).

Shawnee County also takes in Auburn, Rossville, Silver Lake and Willard (Wikipedia). Medicare Advantage and Part D drug plans are sold by county and ZIP code, so people in these towns usually see the same list as Topeka. Your ZIP code is the first thing we ask for, and then we compare the plans we offer there.

One quick note: Topeka in Shawnee County is not the same as the city of Shawnee, Kansas, which is a Kansas City suburb in Johnson County.

Topeka's hospitals

Most Topeka families use one of three places for hospital care. All three are on the west and central side of town:

St. Francis CampusThe University of Kansas Health System1700 SW 7th St, Topeka

The St. Francis Campus has been run since 2017 by a partnership between The University of Kansas Health System and Ardent Health. On September 29, 2026, the two said the health system will take full ownership, with the change expected by the end of 2026 once approvals come through. They said patients should keep seeing the same care teams (Business Wire, September 2026). The announcement does not talk about insurance networks, so if you use St. Francis and have Medicare Advantage, it is worth a check this fall.

Stormont Vail and St. Francis each make their own deals with Medicare Advantage plans, and a deal can change at the start of any year. A Medicare Supplement avoids this worry, since it works at any hospital that takes Medicare. Our doctors and hospitals page shows how we check a network.

When your specialist is in Kansas City or Lawrence

Many people in Topeka see a specialist in Lawrence or Kansas City, or go there for surgery. Your plan type decides how easy that is.

  • Original Medicare with a Supplement: no network at all. A cancer doctor in Kansas City works the same as your family doctor in Topeka.
  • Medicare Advantage: you pick from plans offered in Shawnee County, and each one has its own network. Some reach well into the Kansas City area and some do not. We look up the out-of-town doctors you use by name.
  • Prior approval: many Advantage plans need to say yes before certain tests, stays or surgeries. That is worth knowing up front if you expect a big procedure.

Send us your list before Open Enrollment ends December 7. Tell us your doctors in Topeka and anywhere else, the hospital you would want in an emergency, and your medicines. We check them against the 2027 plans we offer in your ZIP code. Call (816) 307-6165 or book a free review.

Kansas rules for Medicare Supplements

In Kansas, your first Medicare Supplement choice matters a lot, because there is no yearly do-over. Kansas has no birthday rule and no anniversary rule. Your best time to buy is the six months that start when your Part B begins. During those six months, a company has to sell you any Supplement it offers, with no health questions. After that, outside a few special cases, companies can ask about your health and can say no.

Missouri does things a little differently, which matters if you are moving from across the state line or have family there. Our Kansas Medigap rules page lists every window, and Missouri vs Kansas puts the two states side by side.

Signing up for Parts A and B

Social Security handles sign-up for Parts A and B, not Medicare and not us. The easiest way is to sign up online at ssa.gov or call 1-800-772-1213. Your first window lasts seven months: the three months before your 65th birthday month, that month, and the three months after (medicare.gov). If you or your spouse still have coverage from a job, call us before you hold off on Part B, so a late penalty does not catch you.

If you want to go in person, Topeka has its own office:

Social Security Office, Topeka
600 SW Commerce Place, Topeka, KS 66615

Address listed by the Kansas Department for Children and Families. Please check hours on the ssa.gov office locator and make an appointment before you go. Our turning 65 page has a step by step list.

Veterans in Topeka

Topeka is home to a full VA medical center. The Colmery-O'Neil VA Medical Center on SW Gage Boulevard is part of the VA Eastern Kansas Health Care System. It offers primary care, a 24 hour emergency room, mental health care, a pharmacy and many specialty clinics.

VA care and Medicare do different jobs. The VA pays for care at VA sites, or when the VA sends you out. Medicare pays when you go somewhere else on your own, like Stormont Vail after a fall or a specialist the VA does not offer. VA health care also does not cover a spouse. Many veterans keep both, and the right mix depends on how much you use the VA. Our veterans page explains how VA care, Medicare, TRICARE For Life and CHAMPVA fit together.

Free counseling and help with costs

For free, unbiased help from people who do not sell insurance, call SHICK, the Senior Health Insurance Counseling for Kansas program, at 800-860-5260. SHICK is run by the Kansas Department for Aging and Disability Services (KDADS) and has trained volunteers around the state. You are welcome to talk with SHICK and still call us.

If paying for Medicare is hard, Kansas has Medicare Savings Programs that can pay your Part B premium, and sometimes more. In Kansas you apply through KanCare. Our Medicare Savings Programs page explains who qualifies and how to apply.

Questions people ask us

Is there a Social Security office in Topeka?

Yes. The Kansas Department for Children and Families lists the Topeka Social Security office at 600 SW Commerce Place, Topeka, KS 66615. Most people never need to go in, though. You can sign up for Parts A and B online at ssa.gov or call 1-800-772-1213. Medicare itself has no local offices, and we are not a government office.

Do I have to drive to Kansas City to work with you?

No. Most of our Topeka clients never make the drive. We meet by phone or video. Starting in January 2027, you can also sit down with us in person by appointment at our Kansas City office. Our help is free, and the price of a plan is the same as going straight to the insurance company.

Is Topeka part of Shawnee, Kansas?

No, and it is an easy mix-up. Topeka is in Shawnee County. The city of Shawnee is a different place, a Kansas City suburb in Johnson County, about an hour east. The two counties can have different plan lists, so we always start with your ZIP code.

St. Francis is changing owners. Does that change my Medicare plan?

Not by itself. The University of Kansas Health System and Ardent Health said in September 2026 that the health system plans to take full ownership of the St. Francis Campus by the end of 2026, and that patients should not see a break in care. A Medicare Supplement keeps working at any hospital that takes Medicare. If you have Medicare Advantage, we check St. Francis against your plan for 2027 before December 7.

Can one plan cover both Stormont Vail and St. Francis?

With Original Medicare and a Medicare Supplement, yes, as long as the hospital takes Medicare, and both do. With Medicare Advantage, each hospital and doctor group signs its own contracts, and those can change from year to year. We look up both hospitals, and your doctors by name, for the plans we offer in Shawnee County.

I get my care at Colmery-O'Neil. Do I still need Medicare?

For most veterans, keeping at least Part A and thinking hard about Part B is wise. VA care covers you at VA sites. Medicare is what pays at Stormont Vail, St. Francis or a doctor outside the VA. VA health care also does not cover your spouse. We can talk through your own case on the phone.
