The Missouri Rule Her Kansas Friend Didn't Have

July 09, 20262 min read

Two Friends, Two Very Different Options

Ruth in Belton and her longtime friend Carol in Olathe compared Medigap notes one afternoon, both wanting to switch carriers for a better rate on the exact same Plan G coverage. Ruth could do it without a single health question asked. Carol couldn’t, not without medical underwriting. The only difference between them was which side of the state line they lived on.

Live in Missouri or Kansas? The rules aren’t the same. Find out exactly what your state line means for you

Your Strongest Window: Medigap Open Enrollment

A one-time, 6-month window starting the month you’re 65+ and enrolled in Part B. Any Medigap plan in your state, no health questions.

Other Federal Triggers

Losing employer coverage, your plan leaving your area, moving out of your plan’s area, MA “trial rights” in your first 12 months, insurer insolvency, or being misled by a plan. Most windows last 63 days.

Missouri’s Anniversary Rule

This is what worked for Ruth: Missouri policyholders get an annual guaranteed-issue window around their policy anniversary to switch to the same plan letter with a different carrier, no medical underwriting, roughly 30 days before and after the anniversary date. Missouri is the only state offering this.

Kansas Medigap Rights

No birthday or anniversary rule, this is what limited Carol’s options. Kansas does follow federal guaranteed issue triggers, plus a strong protection for beneficiaries under 65 with disabilities, guaranteed issue at the same rate as 65-year-olds, plus a second open enrollment at 65.

What Is the 63-Day Rule?

Apply up to 60 days before coverage ends, up to 63 days after, your defined window to act without underwriting.
