Missouri is one of a small number of states that gives Medigap policyholders a right to switch plans once per year — without answering health questions. This is called the Missouri Annual Election Period, or more commonly the Anniversary Rule.
Each year, during the 30 days surrounding the anniversary of your Medigap policy effective date, you have the right to switch to a different Medigap plan with the same or lower benefit level — and the new carrier cannot deny you coverage or charge you more based on your health history.
This means Missouri residents can shop for a lower-premium carrier every single year, and if they find one, they can switch without risking their coverage based on any medical conditions that have developed since they first enrolled.
In practice, this is a powerful financial protection. Medigap premiums often increase with age and can drift significantly between carriers. The Anniversary Rule gives Missouri residents the leverage to shop and switch if a better rate is available — something most states simply don't allow.
Kansas does not have an equivalent of the Missouri Anniversary Rule. In Kansas, if you want to switch Medigap carriers outside of a federally guaranteed issue window, you will generally have to go through medical underwriting. That means the new carrier can review your health history and can legally decline to cover you, or charge you a higher premium, based on pre-existing conditions.
If you enrolled in a Medigap plan when you were healthy and have since developed a chronic condition, switching Medigap plans in Kansas can be difficult or impossible outside of specific qualifying events (like losing employer coverage). Your best window to choose the right plan is at initial enrollment — when you have guaranteed issue rights. This makes the first decision especially important for Kansas residents.
Federal law governs Medigap plan benefits, so the standardized plan letters (G, N, F, etc.) provide identical benefits in both Missouri and Kansas. Plan G covers the same benefits in Overland Park as it does in Lee's Summit. The differences between states are about your rights to switch, not about what the plans cover.
